Yes, you have to authorize every withdrawal. Otherwise a rogue clan member can get authorization once and then clear out the whole thing.

On that note, the one in the CoL clan rooms gives me a 25 lb (I think) ledger every time. Was fun to find somewhere to put all 60 of them.
