FIXED: White Bridge Ricoh - 2nd quest

Since Brigands replaced White Bridge Hillmen, the 2nd Miloh quest is no longer able to be completed as designed. The bloodstained papers no longer load and were replaced with 3 packages covered in blood, which seem to always be empty. I don't believe it's a case of me missing the load, because I've tried multiple times, including immediately after zone repop and shortly after reboot. Giving Miloh the bloody packages doesn't complete the quest. I've copied the quest dialogue below...

Miloh says 'He was exploring the caves with those cursed hillmen warriors, deep in the South Braem to the east.'

Miloh says 'Go find his skeleton and see if you can locate my papers. Beware that half-beast on the gorge, though.'

The Caemlyn city alarm sounds loudly in the distance.

Miloh says 'If he throws you over the gorge, look for a rope and if you see one, get it and HOLD it as fast as you can!'

Miloh says 'There is also a bounty on those filthy hillmen warriors to the southeast, XXX.'

The bounty, though, is no longer able to be fulfilled at this time until it can be changed to the brigands.
