sheep not listening

This was working at first:

Lesser Water
The more southern of the two branches of the Water flows by here. The main
branch lies just north of here, and both of them flow toward the east. To the
south and east, the main forest of the area, the Waterwood, begins.

Zone: The Waterwood
A black stallion prances about, being ridden by you.
A sheep is here, bleating.
A sheep is here, bleating.
A lamb nibbles on some grass.
A young and strong buck is here, munching some grass.
A cute brown deer eyes you nervously.
An eager sheepdog has arrived from the north.

An eager sheepdog slinks around the sheep in a northerly direction.
An eager sheepdog approaches the sheep with its head low.
A sheep flickers her ears.

A lamb leaves south. vv

But then it got to a point where they stopped for seemingly random reasons. Was not a dark room, or zone border or anything.

Open Field
The field is covered with knee-high grass here. Many animals are in evidence
here; the grass is trampled down in tunnel-like stretches by what appear to
have been rabbit, foxes, and other small creatures. To the north is a house,
but it cannot be reached from this direction. To the west is a small wood.

A long-eared rabbit is here, looking quite sick.

Hardwood Stand
A small wood stands here and continues to the south. The trees are fine
examples of the hardwoods so useful in building. Someone harvests trees here
regularly, as evidenced by the stumps scattered throughout the trunks. But the
wood is well cared for; it is obviously tended such that it does not die out.

Going to wager that sheep repopped elsewhere that are now 1. 2. and 3. sheep. Not really fixable.

not sure what you are referring to, I'm unaware that numbers had anything to do with it, it was my understanding that it would herd any sheep that were in the room. Thought it would be a fun council quest but it if it doesnt work, it doesnt work.

That's the intent. Imm commands are finicky though. Yesterday I had made a Gleewoman mob to poke some fun with on chats. I am in the same room and /force the gleewoman to chat. An entirely different mob ended up chatting. This is something in the same vein.
