I delivered a letter to the Red Sister in FM. It appears she walked out mid response and the mobol broke. Can I just issue the quest again or will that cause more issues?

Yes, you can do it again. Also, it didn't break, you just weren't there for the relevant words. No way to stop mobs from wandering out short of making them sit, autostand, sit, autostand though, so we don't do that.
