I updated the announcement to clarify (I should have included this at the outset but forgot): you CAN still stab and charge a horse if the rider isn't in combat. If the rider is in combat, regardless of with who (whether e.g., the stabber or something else entirely), then the stabber can't get an opening to approach the horse in the midst of the fray.

So this is behaving as intended: the rider isn't in combat and so their horse can be stabbed or charged.

I blocked bash on a horse in all situations just to make that one simpler, which is why you see that one being blocked here.
