Was it intended to narrate crossrace as well, or is that just an unavoidable side effect?

It's a side effect. The clerk is a neutral race mob, so it has the mobol for all sides, in the interest of minimal upkeep when the mob needs updated. It makes the difference between updating one mob (plus remort awarding mob), vs 3 (plus remort awarding mob). Case in point: I have not yet updated the remort awarding mob to also narrate.

This neutral race's narrates are heard by all. While imms can narrate or chat to a specific sides, mobs cannot. When I was writing the mobol, I considered having another mob narrate, as with chit turn ins, but I decided against it because I kind of liked it. It's like a happy accident, where we have the Twitter death log, minus the Twitter.
