Presumably because you opened the door and he walked in, vs. someone in a clan who has access getting moboled in.

The command is "allow entry" for Queens Guards, so it will never check for "allow entry Demandred" or whatnot, because you would be able to circumvent that by only asking "allow entry" for yourself.
