You get a soft leather pouch from the corpse of a Lockshear militiaman.

A soft leather pouch seems to be empty.

Just killed 3 militiamen, 2 loaded empty pouches and the last had 6 coppers, a lantern and rations. Seems random? But if they are no longer loading herbs, it's all academic to whether there is a bug at work or not.
