Issues with the Four King Stables

I've encountered two problems with the Stables of the Dancing Cartman Inn:
(1) If you do not have money on you when you attempt to use it to rename your horse -- the amount of which is not clear or explicitly stated anywhere I can tell -- the mob will "eat" your horse and drop its horse equipment, but no new horse will be present.

If possible, could there please be a sign or a plaque that tells you the exact commands and instructions to name your horse? Thank you!

This now responds to "say help commands".

I've upped the monetary compensation to account for raised horse levels.
