FIXED: Kiruna not working properly

I've already turned in the watcher scalp to Kiruna once. And she will not give me the next quest, anytime I say "New reports" she gives me the same quest, to get a watcher scalp.

Looks like you started the quest twice and it got thrown off because of that. Fixed your end of it.
