I thought it was level 15+ only? Maybe I'm confused.

Ah, it's the man scalps that are maybe buggy. Never did those - no experience (gained) there!

Yeah, that's the wrong mob. You need the strong one. That was recently downed by, after it had een upped for some event and apparently was left in that state.

These scalps have worked before. The big one (that scalps as "grey man") does not load/stay in Andor, it loads in Maerone and will open doors to chase out of tunnels. Also, it can blick lvl 15-25 easy and has enough hide even 99 notice can not see it.
