He hadn't issued the quest for that day yet.

See how it says he's waiting for Moridin's next command? After he's issued the quest it says Dreadlord Lokras stands waiting for trollocs to complete a quest or somesuch.

He used to issue it when a non-rogue clanned trolloc logs on. When does he now issue the quest?

If he hasn't picked a task yet, he will now pick one if you ask him for a reminder (provided you are in one of the relevant clans).
