I'm pretty sure it only gets updated once someone makes a kill and is then eligible for the Reaver 7 spot.
So as long as nobody gets a kill who would then be Reaver 7, you're still the one

Yup, not a bug. Someone who has more TPs will pass you as soon as they earn any TPs, but you had more TPs than the person previously in the 7th slot. This can happen when someone cashes in TPs for tokens.
