These look like rare circumstances where you are in the room when the zone resets and the commands for the zone to reset (including grouping mobs that may have lost their face-off to kills) happen.
Think that is definitely true in BE with Per yelling in the same pulse that the Tower guard regroups on the armorer. Can always just have your mob ride your horse instead of leading it into shops. That habit may stop it from ever happening.

What Rayven said. The game makes guard follow the shopmob. If your mastermob has the guard keyword... I've changed it.
