Sometimes, it takes awhile for it to growl. I believe I have seen logs just like yours posted by humans.

Maybe it just wasn't showing the growling message..

This wasn't a bug: just bad luck on the RNG rolls. However, I've updated the scout mobs to make this less likely. I also added a limit of 1 narrate per tick along with the increased frequency so it does not get spammy.
