In a Hidden Basement
Descending down into the darkness reveals a basement made of brick and mortar.
Suprisingly considering the condition of the rest of the manor this room is
well kept and clean. A wooden desk sits against the south wall with an unlit
candle and a number of loose papers on its top. Oddly a number of cots are
scattered around the room, each with rumpled blankets and dented pillows.

I PM'd Ranam after having this same issue, seeing as he created this quest. Not sure if he's active at the moment or has seen the message though.

This portion of the quest is unimplemented and there are no readily available notes from Ranam for me to add it in, so I removed the mention of the 3 scalps from Ilsae for now. Sorry for the confusion!
