So - last day which means this doesn't really matter.
(1) Only the Veteran responds to the command "move along", but he never actually moved - I initiated the command over and over again.
(2) None of the mobs responded to the "stand ground" command - perhaps they don't have a reply/acknowledgement. I didn't have anyone to fight to test this on to see if they would not chase.
Rereading the original post I'm actually a little confused over the whole thing - this has never been a stationary patrol. I had to roam the zone to find all the individual mobs that had split.

The patrol has a "track" it has to stay on. If it's on that track, you can make it move. Here, it's off its track, so it can't move to the next room. Someone probably killed it, causing the minion mobs to wander. Leading them back to the leader does nothing.
