EXPLAINED: Coulin Pardons

Not 100% sure what happened here but in the interest of being fully transparent and all; tried to pardon Sirano a couple times but it didn't work, fixed the syntax so it finally worked the third time. I only post here because somehow I got 2 qp during that and I'm not sure from what - in case it gives a qp for a (failed?) pardon I don't want to make it look like I'm abusing anything! I haven't ever noticed getting qps for issuing a pardon before so not sure really but better safe than sorry.
