Not a bug. That one and in Lugard give reduced rewards, but they are open to all.

You either take the scalps to your clans clerk, and get the bonus, or you take it to one of the shared ones, and get normal rewards.

These were the first clerks that went in, in Lugard, Emond's Field and Fal Dara. They had reduced rewards because they offered the luxury of not having to travel to turn in scalps.
Later, full rewards clerks went in. Fal Dara's recuded awards clerk was replaced with that. Then to keep players somewhat tied to their homebase, as opposed to some people only wanting to spend time in FD, when they were clanned Red Eagle, Mayene and so on, we moved the full reward clerks to people's clan bases, usually behind doors, although some escaped that fate, which is unintended.
These clerks still issue the same, reduced rewards as they did before.
