I only got 1 qp from the Bandar Eban liaison. I'm not sure if this is because Wisdoms don't have treaties or if it's underpaying.

Wisdoms have treaties, but like I said in the post, there are clans who may have to think of something other than quid pro quo barracks exchange to get a treaty and Wisdoms is one of them.

Does this mean that 1 qp is the correct amount for that Bandar Eban liaison quest? I got 4 qps for the Tanchico one - same as a clanned alt with a barracks treaty.

That's because a CW gave Wisdoms treaty status in Tanchico, whereas no Sword and Hand gave Wisdoms treaty status in BE.
