I was looking for the ogier in stedding that responds to 'require assistance'. The one that is the surveyor is not answering or responding.

Can you be more specific as to which quest you feel is not working?
"Request audience" is a command used to visit the Amyrlin, it's not related to any quest, to my knowledge.

Spoke to alric and he said he remember it as asking them ""do you require assistance"". Didnt work on any of them.

That quest was removed. I swear I've fixed this on Lelaine 3 times already, but that quest issuing phrase keeps resurfacing.
