This has happened several times.
I started the quest, in Maerone I embarked without fruit first, that was possible but I had nothing to give to the captain. So i disembarked again, got some fruit, couldn't embark. So I traveled back to TV and restarted the journey from Northharbor. And again, I couldn't get back on the boat in Maerone. Is it a bug or am I doing something wrong?

By the Dockside
Overlooking the Erinin River, a regular flow of carts makes its way down
to the river here, coming from Cairhien to the east. This part of the
village's dusty road is relatively empty, as most people crossing the river
have gone to the southern dock. However, a steady crowd can be seen making
their way into the Three Towers Inn, which is just to the north.
