FIXED: Shangtai ogier quest

Done it on alt recently so fairly sure I did it correctly.

Through the Stedding
A lone weeping willow casts its branches across the dusty path, its slim
fingers stirring eddies of dirt into the air with every slight gust of the
chill breeze. Large, dark shapes move between the trees in the distance,
silent Ogier going about their business. A clutch of heartsblush grows the
side of the road, scarlet petals the color of freshly-spilt blood.

An ogier quietly surveys the stedding.

Yeah, for some reason, if you start the "In need of service" mobol in that stedding, the ogier won't accept the book. I waited ~20s after he finished talking last time. If you just give him the book without triggering the mobol, it will work.

This happened to me on 2 alts and to a friend's alt as well. Never had issues at the other steddings with double checking they were the right mob with mobol.

Not so much a bug as people being impatient and handing him the item when mobol for other steddings is still running. I hopefully improved that somewhat.
