100-year rerolls not consumed at times

Logged on and saw 100 year rerolls were being offered to me, but they ended up being offered repeatedly, even when declining the (subpar) options.

Sequence to reproduce:
1. Get a character with 100-year old rerolls
2. Reroll
3. Idle rent
4. Log back on, get same message about rerolls being offered. Message won't go away even when doing REROLL DECLINE.
5. Reroll, then reroll decline. Idle rent
6. Still should see reroll available message on login

Was able to get it to go away by doing a reroll, declining, then finally throwing away all the items I was hoarding, and renting properly.
