The idea is a Capture The Flag type of setup, with two camps and each side having to kill the other side's camp leader mob. During the quest there will be small mini-missions in the zone so people actually have to leave their camp.
Note that the quest will be running in the Northern section of the Spine of the World, which is out of bounds for Novices and Accepted. This is obviously for balance reasons.
