Could you use mobol to have mobs offer buff weaves if you turned in specific items to them?

I.e., a dreadlord mob casting WvD on a Trolloc if he brings X items to it?

Doesn't this just mean that those people who stopped participating in ds/ls pk to log into alts or participate on the war viewed the war as a more fun or more rewarding task?
