Am I really just that unlucky to have it proc on 2/5 flees, or is something not working as intended with the new fear failed flees mechanic? The post said it was a single digit % chance. Failing flees due to normal fails or norides is already frustrating enough, did we need a new way to fail flees? ...

What about a mobol that you could initiate (by choice) as you disembark to send a ship back to somewhere like the home port? That way you can courtesy send it back somewhere but it removes the hassle of checking to see if someone is on it, etc.
