As recently as 2-3 weeks ago I had slow on me for 3 tics I'm sure.

As of testing just before today's reboot, Slow lasts the same tic only. We did not test any dependency on wil/int/level though

As you may know, Slow works: 1. Lasts only current tic (i.e. between 1-60secs) 2. Does not reduce current move amount 3. Increases move consumption significantly 4.
