In conclusion, remove the dagger sheathes from all worn armor and trinkets.

Some immediate thoughts: 1. held sheaths sounds like a good idea. 2. Not sure about removing sheaths for shortblades above the waste, but might be an option. What you are missing is that even without clerks all the same scalps would be and have been awarded.
The only difference with clerks is it takes much less valuable time of the immortal VOLUNTEERS to do an audit every so often instead of manually award every single scalp.
