You can set a watch to who is or isn't going to hit in a city same way you can predict who is going to forego all mob support to go to cities. PK moved to cities before cities were adjusted to reflect that reality, not the other way around.

I'm sure it can, but you're never getting hit on the cloak or trinket slot, so I'm not sure it would accomplish anything.

Some fish look bigger in small ponds. Others look like they get carried to fade by seanchan mains.

Besides, we all know my 1:1:10 plan will eventually save WoTMUD. It's what plants crave. Collude with your Imm buds to give us what we truly need.

I'd be that upset if someone yawned at stab and got my favorite alt a 10 percent stab nerf.

Counterpoint: a seanchan main got better than you and then carried you to fade during the heat death of the game, so really, sucks to suck.

Counterpoint: snake eyes being worth anything has always been the (literal) worst losers making themselves entitled to win something for losing as badly as you possibly can.

You're looking at just the people who are already masters. The only real impact is on a go-forward basis for anyone looking to rank from 6 to 7 or 7 to 8.

Not really getting the "transition into this" comments at this point. It sounds like you can continue PVEing to your heart's content and continue being rewarded for it. You just won't be able to rank to 7 unless you have 250 PVP QPs and you won't be able to rank to 8 unless you have 500 PVP QPs more...
