I'm still not clear on what perk associated with 1000 QPs or 3000 QPs you're missing by not fulfilling this requirement if you already have them. Not being able to do something you were able to do yesterday for future QPs/rank because of a new requirement but not actually losing earned QPs/rank isn't retroactively punitive. Having any work you've already done towards the new requirement count is retroactively beneficial. I don't know how else...

Eh, one of my chars now has to earn 230 QPs from PK before I can earn other PvE QP rewards. That wasn't the case yesterday. Decent sized middle finger pointed at that char at least - imagine there are others? I think you can criticize it as a new requirement all you want - I would say it's too litt...

The only retroactive thing about this is counting what you've already done towards these new requirements.
