I've run into a situation where the librarian says the book belongs in a restricted section, fails to give a piece of paper, and then gets shelved in the all-e room where the guard to the restricted library areas stands watch.

Perhaps that is what you are running into?

It doesn't happen every time, but it has happened more than once to me. Ill post when I experience it again.

It is an emote, but you're given the item before the emote. But this works for me, so it has to be something on your end.

I was not at full encumbrance. Same inventory and I am able to receive the slips.

Verne had a thought, that maybe the giving is an emote and I left the room to soon before the item was actually generated, but this is not the first time this has happened.

Were you at full encumbrance? Between the horse equipment and money, you might have been full, and couldn’t take another item in your inventory. Unlikely but possible.

So this has happened a few times to me. The Librarian doesn't give the slip of paper for the restricted section.
