It is a weapon rack.
When you look inside, you see:

[4] a massive war maul
[3] a partisan bearing the arms of Ghealdan
a shocklance
a pair of moonstone hilted dirks
'Ah, checking out my rack, eh? Well I'm willing to part with its content for the right trade'
'I'm looking nice sword, both the kinds with small birds on them as well as the oddly shaped ones that I hear some High Lady in Falme likes to keep about.'
A large ogier closes the rack.
'Oh, and should you by any chance have a copper chit, I have much more to trade...'
