I normally let my clans decide this for themselves. Some clans want group mail -- some clans want people to just directly mail their council members so as to reduce spam. A moot point perhaps as I am not the Watcher of the clans you mentioned.

Normally on mortal when I encounter this though, I just do a few 'whois' and then mail council and/or members who seem the most active/helpful (and most likely to want, and act on, the mail).

There are numerous clan groups missing from the reply group in the site's Private Message section, such as Illianer Companions and Wall Guard. I think all justice clans should at least be available to select from the dropdown box as it increases chances of a players acquiring assistance with justice-related matters.
