It's due to the condition. A dull black shield that lost 1/6th of its condition was this:

mend shield
An armorer tells you 'That'll be 1 gold crown and 15 coppers. Come back in 2 hours.'
An armorer gives you a receipt.

Is this cost right? Seems crazy. Shield was in tattered condition, but otherwise not that old overall. It was the caemlyn armorer.

rem shield
You stop using a dull black shield.
You grip a dark, barbed flail with both hands.

mend shield
An armorer tells you 'That'll be 374 gold crowns and 10 coppers. Come back in 4 hours.'
