I've re-activated and repeated this one several times over 3 days with the same result each time.
Two server reboots made no difference, and I suspect a problem related to closing Jehannah.
It seems that Cadsuane responds properly but never has the item.
Cadsuane stands up straight from her gardening.
Cadsuane says 'The First Chair, interesting.'
Cadsuane says 'I don't currently have it.'
You will have to re-activate the quest.
