This was actually intentional, with the mob desc suggesting the logical course of action. But perhaps it wasn't clear enough, so I added the same prompt as with channeling.

I dont want to post and give things away on the log, but I was told that the fear vial should work to cure the fear in this quest line. I gave the mob the vial and it quaffed, but did not progress the quest. I had to reprac to cure fear. At this point it did work. I can mail the log if you need.
