Just killed 3 militiamen, 2 loaded empty pouches and the last had 6 coppers, a lantern and rations. Seems random? But if they are no longer loading herbs, it's all academic to whether there is a bug at work or not.

It is the corpse of a Lockshear militiaman.
When you look inside, you see:
corpse (here) :
six copper pennys
a lantern
a pair of heavy leather boots
a soft leather pouch
a plain weapons belt
a long-handled war axe
a wooden buckler
[2] a light pair of leather coverings
a militiaman's plate
a chain coif

* S HP:Scratched MV:Fresh > get pouch corpse
You get a soft leather pouch from the corpse of a Lockshear militiaman.

* S HP:Scratched MV:Fresh > get all i.pouch
in
A soft leather pouch seems to be empty.
