So many bugs with heralds, I'm thinking they need a complete overhaul. Sigh.

Maybe I am just new to heralds but I was under the impression they are not allowed to award unclanned people.

The first time I wasn't sure what cause me to be rewarded so the second time I tested and found out an unclanned person can get rewarded by simply saying the phrase and then walking out of the room. Whatever check there is to see if the person is clanned doesnt happen and I get rewarded. I am not sure if qps get reset when that person then clans but I figure I would at least report it.
