The personnel trainer in Four Kings does not give you the quests for level 15-24 when you are level 24. I had saved them in a notepad file, but wanted to double check if he said you could only turn them in once. I still don't see clarification on limited turn-ins, but the actual bug is just the missing mobol. He does still award xp for the correct scalps.
