It's been said before that that is likely related to having an Andor warrant. We're rather short on zones that allow highbies to rent, so that's been holding back a fix.

East-West Road
The enticing smell of freshed-baked bread wafts from the south, completely
filling this section of the street. The East-West Road continues east and
west from here, and a sign hangs from the building to the south.
[ obvious exits: E S W ]
An oil lamp, set in a steel cage, hangs from a high wooden pole.
A stalwart Dragonsworn patrols the streets, protecting the citizens.
A member of the Lion Wardens quietly stands watch here.
Dartes has arrived from the west.

The sound of hammer on metal falls all around this area, emanating from the
armor shop to the north. The broad, smooth stones of the East-West Road
stretch out in both directions from here. To the west, a sign hangs in the
distance, and the noise of people comes from the east.

Every time I take this city from DS or SS, there are always a plethera of Baerlon mobs that spawn in that should be Dragonsworn guards.

These are not leftover mobs from taking the city - there were no Baerlon or Lion Warden mobs in the city prior to taking it.

Is this a bug, or a feature?
