It doesn't function as armor in the literal sense of the word, it just is an item of clothing in the body slot, instead of about the body.

Similar to the robe of Streith. Also worn on body as a chest piece.

Not sure if bug or feature... but doesn't make sense to wear two dresses at the same time.
