To be honest, the clerks were changed because we want people to have a reason to move to their homezones/clanrooms for turning things in.

Can we have EF one also reward for wanteds?

Last I know, there are two types of clerks. The ones in various clan areas should award for human (intended for wanteds and Seanchan) kills.
