It is, and unfortunately there is very little we can do about it. It's not just one button we can push to delete someone's crier quest completions. I really hate saying this, but it's something you'll have to live with. :?

Hi, this is a new character, but all the criers are telling me my first Crier quest is my fifth, so I don't get the full rewards. It's probably a bug with a past character using same name.
