You're right, she can't retool for Kandor, it's not an option you can choose from.

I had that same issue a number of years ago on the seamstress in Caemlyn. If I recall correctly, there was some sort of mobol limitation where, regardless of the extra letter, it wasn't going to be able to distinguish between Andor and Kandor, and so it defaulted to Andor. I'm probably mangling the explanation, but at any rate, it wasn't something that could be fixed easily.

A Cheerful House
Scrubbed clean and furnished simply, this cheerful little house shows a
modest pride of ownership. Small diamond-paned windows softly reflect light
in a prism of rainbow color, and the smooth plank flooring is covered with
finely woven rugs. The furniture is heavy but simple, more utilitarian than
decorative. A large loom dominates a corner of the room and there are
neatly stacked bins of flax, dyes and woven cloth lined next to it.
