I saw a handful of his scouts repop with a determined soldier the other day. It actually made it so there were basically two patrols. Ragan was orchard with 2 of his 3 mobs, and then the soldier was mire with 3 more scouts.

Just because you don't see them, it doesn't mean they are not repopping.

Fixed this. Since we put in measures to prevent permanent splitting of patrols, that policy should also apply here.

Ragan was orchard alone, we killed him. After he loaded gap with only one mob.
