Looks like the message you get when trying to give an item to a non-humanoid mob. Maybe the mob's type hadn't been set properly.

Guessing it had more to do with the mob itself than the item. The item responded to ring as intended, the mob just wouldn't take it.

I know its neckwear, maybe try give all and only have one in your inventory? Otherwise try necklace or torc etc.

Only going on when I was smobbing with Walker and so on.

Perhaps not the right place, but not sure what I'm doing wrong.

A Stone Street
This wide stone street runs east and west along the northern edge of the
Inner City. The stone pavement is composed of well-traveled bricks. The
royal palace of Andor lies to your south. You can't see any entrance from
here however. The stable is to your north, and you can smell the stink
of horses emanating from within the small building.

A white destrier stands here proudly, alert for battle, being ridden by you.
An ageless woman in a green shawl stands here.
