Perhaps instead of "you have already completed this today" -> "you have already completed your local smob today"?

Its only one per clan, so FD smob OR kural, it triggered when you did FD smob right before this.

You would still be able to do something like Ragnor (if you had a Queens Guard with you) but cant do a 2nd Shienar related smob the same day.

Maybe only the message was wrong then?
I did not do Kural again after, I think I rented shortly after. Will see if I can reproduce soon.

Did this fix itself or did someone fix it? I see you did it on the 13th.

A Dank Cave
Carved into the mountainside, this cave has a musty smell from water that
slowly drips down the walls to a small, still pool. The floor is covered
with moldering grasses in an attempt to provide dry footing. Small reed
baskets are piled up in a corner, carefully stacked and marked with colored
slashes. An opening in the rock leads outside, into the Mountains of Dhoom,
while the cave interior stretches into darkness.
