It's been given a sheath, just no weapon class has been assigned that it will sheathe.

An ivory necklace has the capability to sheath a weapon in it, but will not accept anything.

Is there a weight restriction to items in sheaths I don't know about?
I believe an obsidian pendant used to be able to sheath also and the sheath was fully removed from the item, was ivory necklace an oversight?
